The department views the employee as the city's primary resource and, as such, is committed to investing its greatest efforts and resources.

The department promotes the exercising of employees' rights and obligations based on criteria set by the Ministry of Interior and subject to directives of the Director General of the Ministry, the Local Council Wages and Manpower department, and collective agreements.
